Profesor Allen Foster pochází z Lancashire ve Velké Británii. Vystudoval medicínu s vyznamenáním na Univerzitě v Birminghamu v roce 1973. Byl lékařem v nemocnici v Tanzánii v letech 1975-1985, vyučujícím na Institutu oftalmologie / Moorfildova oční nemocnice v letech 1985-1999 a byl i lékařským poradcem CMB mezi lety 1985-2005. V roce 2006 se stal prezidentem CBM a CEO a tyto pozice si držel až do roku 2013, kdy ustoupil a byl nahrazen Davem McComiskeym. Allen Foster se stal členem Královské vysoké školy chirurgů v roce 1980, členem Královské vysoké školy oftalmologů v roce 1989 a obdržel O.B.E. (Řád britského impéria) v roce 1998 „za služby pro oftalmologii v rozvojovém světě“. V současnosti je profesorem v Mezinárodním centru pro zdraví očí (International Centre for Eye Health) v Londýnské škole hygieny a tropické medicíny.
