Dr. Rodney Paul Sturges (*1945) je emeritním profesorem na univerzitě v Loughborough v Anglii a mimořádným profesorem na univerzitě v Pretorii v Jihoafrické republice. Zabývá se řadou otázek informační vědy, svobody slova a projevu s důrazem na rozvojový svět a informační etiku.

Přínos pro informační vědu

Paul Sturges se věnuje teorii knihovnické práce, o níž napsal několik prací a příruček a je v tomto oboru uznávaným odborníkem. Mezi jeho další celoživotní zájmy patří problematika svobodného přístupu k informacím, zde zkoumá i hodnotu přístupu k informacím od nejranějších začátků lidského poznání až po současnou společnost. Dále napsal mnoho prací na téma přístupu k informacím, soukromí a ochranu údajů a související otázky, včetně duševního vlastnictví. Je příznivcem hnutí Open Access pro svobodný přístupu k informacím všech lidí bez rozdílu.

Život

V letech 1984 - 1985 učil na Univerzitě Botswana a od té doby je stále zapojen do Spolku afrických knihovníků (African Librarianship) a řešení informačních problémů v Africe. Vedl projekt financovaný Zdroji na soukromí v prostředí digitální knihovny / Resource (now MLA) on Privacy in the Digital Library Environment v době 2000 až 2002. V ostatních letech byl členem několika organizací zaměřených na knihovnictví a přístup k informacím, které jsou všechny zmíněny v kapitole === Členství v organizacích a společnostech ===

Názor Paula Sturgese na intelektuální svobodu : "As to my commitment to intellectual freedom, I can't identify a moment when I became convinced of its importance. To me it has always been like the air that I breathe - it is there and you don't ask questions about it. I guess I cared about libraries because they let your mind wander freely, with no obvious restrictions. Maybe when I began to travel and experience different environments I started to realise some of the ways that people's intellectual freedom was limited (like no libraries or understocked libraries) and to think that it would be a good idea to try to change things a little bit. Teaching ethics and law for students of librarianship, advising the Council of Europe on policy and then Chairing FAIFE were just expressions of that original feeling."

"Pokud jde o mou oddanost intelektuální svobodě, nemohu určit okamžik, kdy jsem začal věřit v jeho důležitost. Pro mě to bylo vždy jako vzduch, který dýchám - je všude a nemusím se na něj ptát. Myslím, že jsem se staral o knihovny, protože nechají tvou mysl bloudit volně, bez zjevných omezení. Možná, že když jsem začal cestovat a zažil jsem různá prostředí, začal jsem si uvědomovat některé ze způsobů, jak je intelektuální svoboda lidí omezena (jako neexistující knihovny nebo nedostatečně zásobené knihovny) a myslet, že by byl dobrý nápad pokusit se věci trochu změnit. Výuka etiky a práva pro studenty knihovnictví, konzultace pro Radu Evropy o politice a pak Předsednictví FAIFE byly jen výrazem tohoto prvotního pocitu. "

Dílo

Jeho články jsou citovány více než 400x, ImpF 33.6 (podle ). Pravidelně publikuje v Emerald Group Publishing Limited. Celkem napsal více než 150 článků, zpráv a knih zabývajících se řadou otázek informační vědy, s důrazem na rozvojový svět, informační etiku a svobodný přístup k informacím. O tomto tématu napsal nejméně 30 článků v letech 1995-2010 a je příznivcem hnutí Open access. Zřejmě nejvýznamnějším dílem je jeho kniha International Encyclopedia of Information and Library Science, vydaná roku 1998 a s již vydanou druhou edicí.

Aktivity

Paul Sturges na konferenci Bobcatsss 2016

Paul Sturges je i skvělým řečníkem. Často přednáší na konferencích, z českých například studentská konference BOBCATSSS 2015 v Brně. V tom stejném roce se také zúčastnil dalších 8 konferencí v Jimmě (Etiopie), Edinburghu (UK), Sarajevu (Bosna a Herzegovina), Tokiu a Kyotu (Japonsko), Kapském Městě (Jižní Afrika), Tallinnu (Estonsko), Zadaru (Chorvatsko).

Jako další jsem zvolilakKonferenci ICIE v Pretorii, přednáška s názvem ‘What is this absence called transparency?’ v únoru roku 2007 a světově známou konferenci LIBCOM v Rusku, přednáška měla název‘Self-censorship: Why we do the censors' work for them’ a udála se v listopadu 2008.

Členství v organizacích a společnostech

Během 1997-2001 byl konzultantem v Radě Evropy pro svobodu projevu a veřejných přístupových bodů síťových informací.

V letech 2003-9 byl členem Mezinárodní federace knihovnických asociací / International Federation of Library Associations’ (IFLA) ve Výboru pro svobodný přístup k informacím a svobodu projevu / Freedom of Access to Information and Freedom of Expression (FAIFE).

Byl také členem poroty Nadace pro přístup k učení (Access to Learning Award (ATLA)) v letech 2011, 2012 a 2013.

Konzultant pro INASP (International Network for Access to Scientific Publications) 2013-2015

Aktuální činnost a aktivity

V současné době je příznivcem CILIP, Chartered Institute for Library and Information Proffessionals. http://www.cilip.org.uk Stále se také věnuje problematice knihovnictví a informační vědy v Africe, což činí již od roku 1984.

Úspěchy a ocenění

V roce 2010 byl jmenován důstojníkem Řádu britského impéria / Order of the British Empire (OBE) za služby pro knihovny ve Velké Británii a v zámoří. O této ceně sám Paul Sturges pronesl: "Toto ocenění pro mě hodně znamená, protože citace říká:"Služby pro knihovny v Británii a v zámoří". Zmínka o zámořských službách je krásná známka uznání, že je důležité, pokusit se něco dát světu mimo svou vlastní zemi. Snažil jsem se přispět ke knihovnictví po celém světě, zejména prostřednictvím IFLA. Svým způsobem toti ocenění je potvrzením o veškeré práci, kterou lidé z IFLA přináší do zlepšení knihovnictví na celém světě - cena pro jednoho z nás je oceněním pro všechny, protože nikdo z nás nemůže dosáhnout mnoho pouze sám. "

"The award means a lot to me because the citation says 'Services to libraries in Britain and overseas'. The mention of overseas service is a wonderful recognition that it's important to try to give something to the world outside your own country. I've tried to give something to librarianship throughout the world, mainly through IFLA. In a way the award is an endorsement of all the work that IFLA people put into the improvement of librarianship worldwide - an award to one of us has to be an award to all of us, because none of us can achieve much by ourselves."

O rok později mu byla udělena medaile IFLA za velký přínos IFLA, mezinárodní vedení a prosazování základních hodnot IFLA, tedy svobodného přístupu k informacím a svobodného vyjadřování.
